According to Prof.Dr.Windu (tourism consultant from University of Gadjah Mada) expressed "Rupat Island has been set into national tourism development master plan in 2010 along with 56 national and 217 regional tourism areas in Indonesia". His team has conducted a direct observation to the location and the result was it is very potential and promising from Rupat Island natural resources. "We must explore the potency of this tourism with both Province budget and State budget" he said.

PLN must contribute $1.5b for new power plants

Although most of the funding for the second 10,000 megawatt (MW) electricity crash program will be covered from bank loans, state power firm PT PLN needs to contribute up to US$1.5 billion, or about 25 percent from its own funds.
PLN, which will be responsible for half of the power plants under the program, will need a total investment of $5.9 billion to construct the power plants.
The company has secured loans for almost all projects, but it must also allocate a part of the funding for its internal source as lenders will not cover all the required funding.
“PLN’s own fund contribution will vary for the power projects. Each project could receive between 15 and 25 percent of the total costs, depending on terms and conditions of the loans for each plant.
“We will need at least between $1 billion and $1.5 billion,” PLN’s planning and technology director Nasri Sebayang said recently.
Nasri said that PLN was still evaluating how to provide the $1.5 billion. “We may use part of our earnings to cover them,” he added.
Although PLN receives subsidy from the government, it is also allowed to take a profit from the sales of its electricity to help the company finance new power plants.
The margin is given in a percentage of the company’s production cost.
As for this year, the government has said that it would provide PLN with a profit margin as
much as 8 percent of the production cost. Last month, PLN’s president director Dahlan Iskan said the company would need Rp 114 trillion for its operational expenditure this year.
PLN labor union chairman Ahmad Daryoko said PLN’s own fund contribution to the projects would seriously hurt the company’s cashflow.
“The problem may arise if there is a problem in the disbursement of the loans. In the first 1,000 (MW) program, PLN needed to, for example, reduce spending allocated for maintenance costs to cover the undisbursed loans. This may be the reason why blackouts often take place,” he said.
Daryanto added that the existing policy that requires PLN to first get an approval from the government and House of Representatives before introducing new tariffs, had put the company in a difficult situation.
PLN seems quite confident in finding lenders for the second 10,000 (MW) projects.
Unlike in the first one, where most projects were financed by Chinese banks, in the second 1,000 (MW) program, which also included the construction of several geothermal and hydro power plants, has attracted multinational donors such as the Asian Development Bank and World Bank.
Nasri said about 80 percent of the required loans had been secured.
Dahlan said the current lenders did not require PLN to name certain contractors to handle the projects, like those demanded by Chinese banks in the first 10,000 (MW) program. “In the first program, power projects financed by Chinese banks should be awarded to Chinese contractors,” he said. Mini Power Plants are needed for all Riau Districs and Cities
General Manager PLN (National Electricity Company) of Riau-Kepri region, Robert A Aritonang in his presentation in the forum titled “Talks of Riau Electricity” currently stated that normal high load of electricity need in Riau with transmitted interconnection system for October consumption reached 234,38 MW. While total power supply was only 159 MW. It means deficit 75,38 MW. “It is our real condition in Riau. We have not enough electric power to fulfill the demand”, he said.
He added that the root cause was coming from the technical problem at the interconnection plant. Now it has been under maintenance and hopefully some of them will be completed end of this month and the other interconnection plants will be completed in next year.
Another objective is the electricity providing isolated system also deficit 11,05 MW. The question is what might be the plant shortly in this crisis situation? He questioned. He said, PLN did perform some solution to this. Firstly, buying exceeded electric power from IKPP 2MW and from RAPP 4MW. Secondly, buying electric power from Riau Power company 20MW. Thirdly, rent PLTGB 6 MW from formal district and private company. “But in fact, all of these power supply still can not provide our electricity need in Riau,” he said. Therefore, in shortly it is necessity to all of us to do more efficiency in using the electricity in order the power will not stay in crisis and we also need to think our future of energy availability, he tried to remain one of the causes.
Mini Power Plant
In the meantime, director of Riau Power company, H Rida K Liamsi said in his presentation that in short term solution for Riau to overcome the electricity crisis is every districts and cities in Riau province have to establish a mini power plant with capacity 6 MW or 2 X 6 MW. “We don’t need to wait until billions US$ project by national state to establish a power plant for us, because it is not fit until today. So that the districts and cities authority must be investing to establish mini power plant by sharing investment with local or foreign investors with project less then 100 billion IDR. Region government will invest 30% while another investor invest the rest 70%, explained his suggestion.
He said that from his Riau Power Company (capacity 20MW) can get profit 5 billion Rupiah. Therefore he ensured Riau region governments to invest in this mini power plant because it will give no lose but profit. The only problem from the district and cities government is all about confidence to invest 97 billion Rupiah to this business area.
In addition to this prospective investment challenge, there are only two districts are establishing the mini power plant while another 7 (seven) districts and cities are still have no plan to establish this mini power plant.

Riau Economic Development Up Date 2008
Riau Economic Growth as of Third Quarter Year 2008 totalled 8.30 percent
• Riau economic growth in the third quarter of year 2008, with oil and gas was 2.04 percent compared with the quarter II in 2008 (q-to-q), and when compared with the same quarter in the previous year (third quarter of 2007) achieved growth of 6.78 percent (y-on-y). While cumulatively (c-to-c), Riau economic growth including oil and gas during January to September 2008 reached 5.75 percent.
• Riau economic growth without oil and gas in the third quarter year 2008 was 4.47 percent compared with the quarter II in 2008 (q-to-q), and if compared with the third quarter of 2007 increased to be 8.54 percent (y-on-y). In cumulative (c-to-c) during January-September 2008, economic growth of Riau Province reached 8.30 percent.
• Riau economic growth without oil and gas (y-on-y) in the third quarter of 2008 occurred in all economic sectors, the highest growth was in the financial sector, lending and business services sector 14.22 percent and mining and exploration was 14.05 percent growth; followed by the trade sector, hotels and restaurants 10.50 percent; building construction sector 10.47 percent; transport and communication sector 10.21 percent; processing industry sector 9.54 percent; and the services sector 9.29 percent. For other sectors grew less than seven percent. The encouraging sectors to economic growth of Riau are the agriculture sector, plantation, bearing, forestry, fishery totalled 2.15 percent; sectors of trade, hotels, restaurants totalled 1.82 percent; processing industry sector 1.67 percent; and the services sector 0.95 percent and 0.71 percent of the building construction sector. While the contribution of growth in other sectors no more than 0.60 percent.
• Riau economic growth without oil and gas during the January-September 2008, the highest was in the sectors of mining and extraction contributed 18.88 percent; followed by the financial sector, rental and services company 13.57 percent; sectors of trade, hotels and restaurants 10.49 percent; building and construction sector 9 , 93 percent; transportation and communication sector 9.90 percent; and the services sector 9.22 percent. Meanwhile, other sectors achievement growth was less than 8.5 percent. Sources of the highest growth provided by the agriculture sector, plantation, livestock, forestry, and fisheries provided 2.16 percent; trade sectors, hotel and restaurant 1.83 percent, and the processing industry sector 1.45 percent. Meantime, other sectors contributing the growth were less than 0.95 percent.

Riau Governor Speech in the Discussion Meeting on Development Planning of Riau Province (Part 2)
Dear Honourable Gentlemen,
From the aspect of Community Empowerment through K2i program, has been applied various steps of operational such as poverty reduction activities through the Strengthening Business Capital program, asset redistribution, society basic needs services and other programs. Whereas for the aspects increasing the quality of Human Resources has been done through the Primary Education Service, Improvement of Education Quality, Relevance of Education and Strengthening of Health Services began in the village (Polindes, Posyandu, Representation of Puskesmas, Puskesmas and posted midwife in the Village) improvingly to the hospital services. While in the service of Infrastructure conducted comprehensively both for the infrastructure for investment and the infrastructure for villages such as village roads, small healthy houses, clean water for villages, electricity and others.
Efforts being performed currently, gradually and consistently are implemented through program and budget sharing between the Government of Riau Province and its Districts / Cities all over Riau Province. Those aim in creating same vision and policies and efforts to accelerate in the achievement of targets and the desired development goals.
Various development indicators which measured in the last few years may also be necessary to be an evaluation to all of us in the context of strengthening the Development Planning 2009 and following years, such as the Economic Growth of Riau without oil and gas. Based on year 2007 with preliminary results was ± 8.22%, which above the national average and above the average of Sumatra.
From the indicators of population growth within the period 2000 - 2005 population growth in Riau was 4.05% while in 2006 was 4.01%, and based on the preliminary calculation in 2007 increased to 5.23%, this figure is far above the National average growth that was only ± 1.34%.
Furthermore, when measured from the contribution of the business field, then the agriculture, industry and trade given contribution as much as 81.57% and likewise seen from the main livelihood of the population of Riau Province that 52.18% in the agricultural sector, and this indicated to us that villages with its agricultural sector is a major potential that we need to and we must utilize together to improve the welfare of the people, in addition to development in urban areas that have the specifications of different development needs.
Therefore, in 2009 and future years the attention on the agricultural sector, which supported by industrial sector need to be strengthened just like utilizing the priority commodity in each sub-sector whereas oriented to agribusiness and agro-industry that needs to be managed by professionals such as cow cattle-breeding, cultivation fisheries, food operations Riau Makmur (OPRM) with a target of 100,000 hectares of agricultural land besides the program of re-plantation of the gardens of the people, and others.
Moreover, from the open unemployment indicator, also shows a trend that is decreasing, which in 2005 was 13.91% while until February 2006 dropped to 11.45% and up to the March 2007 was 10.39%. Prevention of unemployment are very depended on the opening of vacancies through investment by business sector and banking and government support through the improvement of skills and expertise of manpower, beside the strengthening the capital and the efforts in the community themselves.
Along with the above condition, in this opportunity I call on, especially to Business players to be more proactive to empower the people of Riau to become productive labor in order to encouraging the growth and development of small and medium business, improvement of infrastructure and improvement of the quality of human resources, become a concrete efforts by the Corporate Social Responsibility (CSR) from each business player in Riau Province territory.
Beside the above indicators, the development of other indicators become the main issue nowadays is Poverty Level. Based on the BPS (statistic) data 2004 in Riau Province was 14.67% and in 2006 was decreased to be 13.34%, as well as in the year 2007, based on preliminary counting tended to be decreased 11.25%.
Attendees that I Respect,
In this good occasion let me raised my views and aspirations on the issue of the progress of the development in Riau Province, especially since the implementation of regional autonomy in the year 2001. We are very grateful that there has been a significant increasing in the allocation of development funds, both at the Provincial and districts / cities, with the Financial Balancing Policy between the Central Government and the Regions, especially with regard to balanced funds from oil and gas. However, the allocation of funds which in effect within this last six (6) year has not been able to pursue the lack of development that occurred in a period of time long enough, meantime the potential and strategic location of Riau Province that directly cross to Malacca strait also has a strategic value both in National and Bilateral. That is why, the allocation of funds available at this time has not been able to encourage and make the Riau Province as one of the centers of economic growth in Indonesia. On the other hand, the impact of the amount of the allocation of funds given by the central government has caused Fiscal Capacity of this area considered relatively high and it tends to have a negative influence on the State Budget allocation of funds, such as the General Allocation Fund, Special Allocation Fund and Deconcentrated Fund for Riau Province.
Therefore, expectations to the future, with a view strategic location of the region and the content of large natural resources, it is a logical policy to make Riau Province as one of central New Economic Growth in Indonesia, thus we expect to the central government can push and accelerate the development through various formulated policies. Programs and the strategic activities that is synergized with the programs planned by the Government of Riau Province and its districts / cities, eventually can live the economic community and business investment. I'm sure, by setting Riau as a new economic growth center will be able to make good multiplier effect for other areas in the hinterland region of Riau, so in turn, the economic growth and equal distribution of development in Indonesia can be run simultaneously.
My honourable Attendees,
From the challenges and problems of development that being faced and associated with Potential, Opportunities and joint commitment to realizing Riau 2020 with motto "realizing Riau Province as the center of Economic and Malay Culture in the religious community, prosperous, in Southeast Asia Year 2020 ", which then turned into the Vision of Development and Strategic Plan 2004-2008 then through this discussion meeting of development planning of Riau Province, which is being held, particularly to face year 2009, I want to emphasize the following:
Planning process that is done now is to be the Main Media of Public Consultation for all stakeholders, Local Government, Community, Universities and the Business Player. Therefore, people aspiration in the form of inputs and advice will be information that can be considered for setting the program and development activities of Regional Development Area and as Policy Recommendations to support the implementation of the Program and Activities Fiscal Year 2009. From this meeting, we hope it can raise variety of decisions that established through a joint commitment between the player of the development toward the programs or activities and the available budget. The process and mechanism of decision-making will be treated anticipatively by referring to the regional development planning documents of Riau Province.
Besides the Strategy and Policy of Regional Development, the Strategy and Policy Development of the Central Government in which is amended in the Government Work Plan (RKP), particularly to the National Development Priority Program is necessary to be synergized as well in order the APBN and APBD allocation of funds as an integrated unit in the efforts to achieve goals and targets as planned.
In relation to the field implementation of the development planning process, the supervision improvement is need accordingly. Especially to the Internal Supervision, it is expected to be more optimized in the effort to increase performance of accountability, strengthening of the financial management and the development, and many others where they will bring to the building up persuasively and preventively.
The priority of the development of Riau Province in year 2009, emphasized to:
Poverty reducing that oriented to the improvement of people economic and provision of service of the people basic needs.
Provision of infrastructure which is able to provide support for the development of investment, production and marketing, opening the isolation area, developing of potential area and fast growing, beside the improvement and maintenances against the existing infrastructure at this time.
Improving the Quality of Human Resources through services improvement and the quality of education, training and improvement of skills and the strengthening of health services.
Revitalizing the agricultural sector through strengthening the priority local commodity in creating One Village One Product, which is managed professionally through an approaching agribusiness and agro industry also aimed to gain food resistance through food operation for Riau prosperity.
Development of Malay Culture as a manifestation Riau Vision 2020 which can be implemented through various action plan, such establishing Riau to be the center of Language and Literature, information center of Malay culture, center of Malay Cultural Education through the actualization of live, art and multiple event of Malay culture that is as one of unity.
Development of Tourism in the form of objects and Tourism events in every districts / cities, in order to make Riau as the Tourism visit Year 2009. It is related to Indonesia tourism visit and the IMT-GT tourism visit year 2008.
Besides the main priority has been delivered, then other priorities such as Improving the Quality of life of religious, expansion of employment opportunities in the event of anticipation of unemployment, Youth Development and Sports, Environmental Conservation, Law Enforcement and Anti Corruption is an integrated unit in implementing of the Development of Riau Province, today and in the future.
In the context of accelerating the achievement of development results that actualized through synergies and policy development, then the Program and Budget sharing, especially between the Government and the Government of Riau Province and government of its districts / cities hopefully can be implemented consistently and increasingly improved.
In the moment with the preparation of programs and activities that come from the local revenue and expenses budget of Riau Province, also made the Formulation Development Plan, which is coming from the State Budget. For that purpose is required to strengthen the planning through a realistic reason and supported with data accurately and comprehensively, match with the focus and priority of National Development in which amended in the Government Work Plan Year 2009. Therefore, it is expected to all the development actors both the Provincial Government, districts /cities and the support from various stakeholders to jointly struggling in the Development Plan, which is sourced from the Budget Year 2009.

When we watch the objective conditions of Riau Province, which is a reflection of the implementation of the strategy and policy development that have been implemented through a period of time and a long period, then in one side Riau province still faced with various challenges and problems of development, but on the other side, step by step, it can also measure the outcomes of the better results which targeted to the future opportunities in which it is continuously growing up and developing and also give hope and optimism to achieve the ideal of development as been expected.
From the main aspects of the development problems, Riau Province are still faced with three main issues: number of poor people is still relatively high 11.25% and similarly the case with relatively low quality human resources that can be measured from the population aged 10 years and above those not graduated primary school is 54.23%, health services are still not optimal, the unemployment is still relatively high with 10.39% of population, beside the provision of transportation infrastructure that is still not optimal entirely the region of Riau Province.
Likewise with clean water service with the new piping installation can distribute only 30% of the needs of the community, while in service of the Electricity the electrification ratio is still 40%, beside the various other development problems such as natural environmental conservation, forest fires and Land, administration and people security and others.
My honorable audiences,
In accordance to the problems being faced by the Riau Province at this time, the various strategies and policy development has been poured into the document of development planning, both long-term, medium term and short-term which further will be implemented into the program and the annual activity.
Basically, the strategy and policy development of the Government of Riau Province currently was carried out through three main approaches are (1) Pro-Business-oriented to investment development, (2) Pro-Poor and (3) Pro Job, which was conducted through the "Community Empowerment". Approaching through investment more emphasized on the efforts increasing economic growth that can create employment opportunities, and eventually can improve the income of the community.
Potential resources and strategic location of the region and conditions of the conducive investment climate are becoming the basis capital to build investment in the region. From the data source by Investment Coordinating Board (BKPM) describes that Riau has high enough potential investment and listed in big five (5) of the National Potential Investment. This is measured from the PMA (overseas investment) based on fixed investment business permit until the beginning third month in 2007 was totaling USD 724 million and local investment totaling IDR3,095 billion. Efforts to strengthen investment in the region through the regulation approaching, such as services one roof (one stop service), development of basic infrastructure that supports the accessibility of investment and strengthening of investment promotion, so it can be expected to encourage the growth and development of investment consistently and sustainable.
Besides the development of investment, other approaching of development is through community empowerment approach, because in reality the welfare and the education of community is the main goal to be reached. One of the Advanced Program of the Government of Riau Province is through K2i program which means to overcome Poorness, Lack of Education and Provision of Infrastructure, which relies on the development of Villages as the main focus of Regional Development.
